Criminal Captain, US Hero
William C. Rogers, born in December 1938, is a former officer in the United States Navy, most notable as the captain of USS Vincennes. While under his command, the ship shot down Iran Air Flight 655 in the Persian Gulf in 1367 SH (1988 AD), killing 290 civilians inside Iran's territorial waters.
In 1990, then president of the United States of America, George H. W. Bush awarded William Rogers the Legion of Merit decoration for “exceptionally meritorious conduct in the performance of outstanding service as commanding officer of USS Vincennes from April 1987 to May 1989”.

Martyr Captain Mohsen Rezaeian, 38, a veteran pilot, flied the airplane for the last time in Tir 1367 (July 1988), leading to his martyrdom. He was trained in the United States, and was very experienced in terms of technical knowledge. Martyr Kamran Teymouri (co-pilot) and Mohammad Reza Amini-Joz (flight engineer) accompanied Captain Rezaeian in this flight. The airplane was shot down while it had received no warning messages from the American battle cruiser; it was shot down over Iran’s territorial waters only 7 minutes after its departure time by the Navy Forces of the U.S. terrorist government.

Celebration of the 25th anniversary of Iranian Airbus shooting down by US Navy battle cruiser
On July 3, 1988, Iran Air Flight 655, a civilian airliner with 290 passengers departed Bandar Abbas, heading towards Dubai. It was shot down by a guided missile released from USS Vincennes in the Persian Gulf, murdering all the 290 passengers, including 66 children.
Not only none of the USS Vincennes were prosecuted for this crime but surprisingly Rogers was also granted a medal “for heroic achievement as air warfare coordinator in USS Vincennes on 3 July 1988”.
